To be fair, do they know that a nuke wouldn’t work against the villain doing the mind control? It would have to be well shielded against his mind control over tech, but if it did go off, it should theoretically off him (and every civilian in the city 🙁 ) while leaving the heroes intact and probably free of his control.
One problem with that – he talked about his range growing, and he has access to way to much tactical knowledge by now to stay within nuke range of the town. He chose this place for a reason, and i am sure that it being close enough for him to reach yet far enough for him to be safe from collateral damage.
